Bidding project for chemical drugs (sodium hypochlorite, sodium hydroxide, hydrochloric acid) in June and July 2021

1. Procurement Technical Requirements(Substantive requirements and conditions that are not allowed to deviate are highlighted in bold italics)

2. The scope of this procurement includes the supply, transportation, installation, maintenance, personnel training, and after-sale service of goods.

3. The procurement budget amount for this projectis RMB 790,000.00 (￥: 790000.00). Any response quote exceeding the procurement budget or the maximum limit will be deemed an invalid response document. The maximum limit for this project is 90% of the procurement budget amount. Unless there are special requirements, the configuration of the purchased goods must provide standard functions and parameters. The supplied products must be brand new and qualified genuine products, and the Manufacturer must provide a product warranty certificate. If the products are imported, relevant proof must be provided, and they must comply with national environmental protection and related quality standards.

4. Quality Requirements for Goods

Must comply with the "Sanitary Standards for Drinking Water" (GB5750-2006) requirements. The consumable reagents for online instruments must be compatible with the instruments, and standard samples and consumable reagents for online instruments must be supplied as needed, ensuring they do not exceed their validity period. All drugs and standard samples must meet the requirements of Jiangsu Province's double random assessment and the assessment and evaluation index system for urban water supply safety assurance in Jiangsu Province. All standard samples in Tables 1-3 and 1-4 must meet the standards noted.

The manufacturer of the provided standard solution should have a national standard material grading certificate and a standard material/standard sample producer recognition certificate. The transportation of chemical reagents and consumables must comply with national laws and regulations and industry standards.

5. After-sale Service Requirements

(1) Free warranty for 1 year from the date of acceptance. During the warranty period, Party B shall implement a three-package policy for product quality. In case of faults caused by equipment configuration or manufacturing quality issues, Party B shall provide free repair or replacement within 24 hours, and all costs incurred shall be borne by Party B.

(2) Technical support response time. General issues will receive Tel support within 2 hours, and difficult or key issues will be resolved on-site within 2 days. Related costs during the warranty period shall be borne by Party B, and after the warranty period, Party B will charge a cost fee.

In addition to the service requirements specified in this document, the after-sale service that the supplier can commit to should be detailed, and they are also responsible for providing free training for equipment maintenance or operation personnel to the purchaser. The repair response time is the normal travel time plus 3 hours.

6. Delivery Time and Location

(1) To facilitate the purchaser in organizing production, the delivery time for all goods must be determined after discussion, and if necessary, shipments should be made in batches. The supplier must commit to a reasonable delivery time, delivering within 2 days after each batch order is confirmed by both parties. Delayed delivery will incur certain economic penalties.

(2) Delivery location: Goods shall be delivered and unloaded by the supplier to the location designated by the purchaser, with all relevant documents (qualification certificates, inspection reports, etc.) complete. The purchaser will organize relevant personnel for inspection, and any goods that do not pass inspection will be returned, with all losses incurred to be borne by the supplier.

7. Payment Method

Each batch of goods supplied will be paid in full after initial on-site inspection and after 10 days of use without any quality issues.
